نقلت الصحف الكويتية اليوم تصريحات للنائب السابق عبدالله النيباري حول معارضته فصل الدين عن الدولة في الكويت لان هذا المفهوم هم مفهوم “أوروبي”، ومع احترامنا وتقديرنا الشديد للنيباري ومواقفه التاريخية والتضحيات التي قدمها في خدمة الكويت (التي منها تعرضه لمحاولة اغتيال)، وعلى تركيزه مؤخراً على موضوع الاحتياطي النفطي الكويتي وتضارب الأرقام حول مقدار هذا الاحتياط علاوة على موقفه من تقليص الدوائر، إلا ان تصريحه بأن فصل الدين عن الدولة هو مفهوم أوروبي يعد برأي تناقض في المواقف، فعلينا عدم النسيان أبدا ان مفهوم الدستور كمجموعة من المبادئ والأسس القانونية المنظمة للمجتمع هو في الأساس مفهوم أوروبي/غربي، وبما أننا أخذنا بهذا المفهوم بتبني الدستور الكويتي والذي يدافع عنه النيباري دائماً أشد الدفاع، فلا عيب هناك من التعلم من مجتمعات تطورت وأثبتت نجاح أنظمتها سواء السياسية أو الاقتصادية أو الاجتماعية، سواء أتت من الشرق أو الغرب

 لقد أثبتت تجارب الدولة المتقدمة في أنظمتها السياسية والاقتصادية والاجتماعية ان خلاص الشعوب من آفات الدين والتسلط الديني يكون بفصل الدين عن الدولة، فهناك أمثلة على عشرات وعشرات من الدول التي أثبتت نجاح هذا المثال، ومن الجانب الآخر، لا يوجد هناك أي مثال يأتي على البال لدولة يمكن ان يشار إليها كمثال لنجاح نظام يزج بالدين في جميع جوانب الحياة في يومنا هذا، وعلى العكس من ذلك، فدول على ذلك المنوال تعد اليوم مثالاً على التأخر والرجعية وتذكرنا جميعا بالعصور الوسطى

يأتي هذا التصريح ومع الأسف في وقت تحتاج فيه الكويت والمجتمعات الإسلامية بشكل عام إلى الدفع نحو الفصل بين الدين والدولة وذلك بسبب المصائب التي أتت على المسلمين في العصر الحالي نتيجة لزج الدين في جميع جوانب الحياة والذي أدى إلى انتشار التطرف والعمل الإرهابي باسم الدين، حتى أصبح المسلمون في عصر العالمية الذي نعيش به اليوم شبه منبوذين بين شعوب العالم الأخرى

بمراجعة سريعة لمنتديات ومدونات النت اليوم والتصويت الفعلي في الانتخابات السابقة، يتضح بأن الوعي الانتخابي في المناطق الحضرية يبعد كل البعد عن الصورة التي يريد أن يصورها سكان المناطق الحضرية عن أنفسهم بالمقارنة مع مناطق أبناء القبائل، فشراء الأصوات منتشر في المناطق الحضرية، وكذلك نواب الخدمات، وهناك تقارير لا نعرف مدى صحتها تشير إلى وجود انتخابات فرعية مذهبية في الدائرة الخامسة (وهذا النوع من الفرعيات حصل فيها فعلاً في الثمانينات)، وحتى وان كانت هذه التقارير غير صحيحة، فاحد أكثر المعايير أهمية للانتخاب في المناطق الحضرية هو مذهب المرشح، ومعيار آخر هو أصل المرشح العرقي إن كان من نجد أو العراق أو إيران، وكذلك إن كان المرشح “أصيل أو بيسري” (على فكرة، على ما أتذكر وبحسب أحد كتب سيف مرزوق الشملان فأن كلمة بيسري هي كلمة فارسية الأصل تعني هجين)، وقد تزداد أهمية هذا المعيار الآن بدخول المرأة في الانتخابات، وهناك من يعاير المرشحين لإضافتهم “ال” إلى اسمهم الأخير أو استخدام أسم عائلي معين قد لا يكون هو الاسم الأخير في السجلات الرسمية، وكأن هناك حقوق طبع موجودة على أسماء العائلات في الكويت

وطبعاً انبهار عدد كبير من الكويتيين بالأسماء الرنانة وتزلفهم للجاه والمال وتمسكهم بالسطحيات والمظاهر هو شيء قديم لا جديد فيه، لكن في هذه الانتخابات يحمل الكل تقريباً راية الإصلاح ومحاربة الفساد، خاصة مرشحي المناطق الحضرية، لكن عند الإطلاع على واقع الأمور، يتبين أن الوعي الانتخابي في المناطق الحضرية لا يختلف كثيراً عنه في ذلك من المناطق القبلية، فتقييم المرشح، إلا باستثناءات قليلة، يتم بحسب معايير لا علاقة لها لا بإصلاح المجتمع ولا بمحاربة الفساد، بل في كثير من الأحوال تعزز من الوضع المتردي في الكويت، وفي النهاية فأن المناطق الحضرية بها قبلية لكن على شكل مصغـّر، ولنسميها قبلية مصغـّرة، حتى ولو أنكر الحضر وجودها

فكيف ينادون بالإصلاح وهم يفرقون بين الكويتيين بحسب أتفه وأكثر المعايير سطحيةً وأين الوطنية في ذلك

على فكرة، هذا الوضع يذكرنا بالوضع في التسعينات، عندما وجهت أصابع الاتهام إلى مناطق أبناء القبائل بأنها هي منبع التطرف الديني، مع أن رموز وقيادي حركات التطرف والتكفير الديني في مجلس الأمة وخارجه أتت في الواقع من مناطق الحضر
